The upgraded M113 APC is a cost effective, state-of-the-art APC that delivers the payload and power to meet future operational requirements to the year 2020. The integration of upgrade kits, provided under this contract, improves the mobility and capacity of the in-service M113 APC and increases the resistance to ballistic and mine threats. The contract runs for seven years and involves a total of 341 M113's with an option for 61 more. With the option exercised, the contract value will exceed $280 million. During the past four years, DEW Engineering and United Defense jointly developed, tested and proved the upgraded vehicle system in conjunction with the Canadian Forces. DEW Engineering is the exclusive partner of United Defense of Arlington, Virginia, the Original Equipment Manufacturer (OEM) of the more than 55,000 M113 APCs in service throughout the world. The production work will be performed at the Canadian Forces 202 Workshop Depot (202WD) in Montreal. The project began on April 1, 2000. DEW Engineering will provide the upgrade kits for the duration of the contract to 202WD for integration in the rebuilt vehicles. The contract includes technical support and technology transfers to 202 WD and Canadian Industry from DEW and United Defense. The M113 APC upgrade project represents the major workload for 202WD during the seven-year production period and will sustain over 800 person years of employment. A large number of spin-off jobs will be created in the Montreal area as a result of this contract. "This is great news for the Canadian Forces and for the Montreal area", said Minister Gagliano. The remanufactured M113 APC will be equipped with a new power pack and the new driver's station will significantly improve steering and manoeuvrability. The advanced suspension system provides a ride equal to or better than other armoured vehicles in the Army's inventory. Approximately half of the vehicles are stretched by approximately one metre to increase the payload capacity and to improve cross-country mobility significantly. The stretched M113, known as the Mobile Tactical Vehicle Light (MTVL), increases payload capacity by 100% and volume under armour by 30%, compared to the current in-service M113A2. "The Government of Canada is committed to providing the Canadian Forces with the equipment it needs to get the job done," said Minister Eggleton. "The life extension of these APCs will ensure that our soldiers have the combat support and combat service support capabilities necessary for modern operations." The DEW/United Defense team is committed to a 100% Canadian offset program that will create over 2800 person years of employment in many regions of Canada as a direct result of this project. Qualified Canadian companies can compete for subcontracts and these companies may supply products and services to United Defense to meet upgrade requirements for other countries. This project also contributed to the establishment, by DEW Engineering, of a world-class armour protection manufacturing facility in Miramichi, New Brunswick. This facility manufactures applique armour for Canadian and global export markets. DEW Engineering has manufactured and supplied all of the applique armour for the Canadian Forces. The first significant export contract directly resulting from the M113 APC project in Canada is expected to be finalized and announced within the next three months. DEW Engineering and Development Limited is a 100% Canadian-owned company, which was federally incorporated in 1978 to provide a vehicle systems engineering and manufacturing capability for National Defence and other government agencies. Today, DEW is a growth-oriented engineering and manufacturing company employing more than 250 people in Ottawa and Miramichi, N.B. In addition to providing support to the military, DEW is the leader in the design and manufacture of airport Passenger Boarding Bridges for regional aircraft such as the Bombardier Regional Jet. In the past year, DEW has installed bridges at eight airports in North America. DEW recently received a contract from Northwest Airlines for 34 bridges for new US airport facilities in Memphis and Detroit. DEW Engineering is also in the high technology business through its wholly owned subsidiary, American Biometric Company (ABC). ABC is a world leader in the design and manufacture of electronic security products for business to business e-commerce. ABC has filed 76 patents covering hardware, software and applications in this new and exploding field of user authentication through biometrics and smart cards.
